I… think… it’s intended as sort of a friendly, familiar tone. Maybe an inkling more familiar than would be proper towards someone you’ve just met, but not overly paternalistic and/or condescending, no. Not something to get annoyed to, at least. Surely it’s a way of addressing someone who’s younger than you, or at least the same age. And I think it’s pretty average in a video game/manga/anime (ie. things not to be taken as examples on how to speak proper, polite Japanese XD ).
